The U.S. Department of State has updated its travel advisories for Honduras and Costa Rica, two popular cruise destinations in Central America, prompting cruise passengers to exercise caution.
The announcements posted on December 10 address crime concerns in both countries but do not change their advisory levels.
Honduras: Reconsider Travel

Honduras remains under a Level 3 advisory, urging travelers to reconsider visits due to crime. Notably, the advisory now highlights “crime” as the sole reason, removing a prior mention of kidnapping.
Violent crimes, such as homicide, armed robbery, and gang activity, continue to pose significant threats. Local authorities often lack the resources to respond effectively to serious incidents.
Cruise passengers visiting Roatán, a safer region in the Bay Islands, are advised to stay vigilant. Roatán is a primary stop for cruise lines, including Royal Caribbean, Norwegian Cruise Line, and Carnival Cruise Line.
Its two main ports, Port of Roatán and Mahogany Bay, saw 1.4 million cruise passengers in 2023, a 47.6% increase from the prior year.
Passengers are encouraged to book excursions through cruise lines, avoid public transportation, and avoid protests or demonstrations that are common throughout Honduras.
It should be noted that cruise destinations like Mahogany Bay in Roatan are gated and monitored by security personnel.
Costa Rica: Exercise Increased Caution
Costa Rica remains at a Level 2 advisory, suggesting increased caution due to petty and violent crimes, including armed robbery and sexual assault.
However, the updated advisory omits previous assurances about added security in tourist areas, raising questions about current safety measures.
Popular cruise ports such as Puerto Limón, Puntarenas, and Puerto Caldera welcome major lines like Royal Caribbean, Norwegian Cruise Line, Carnival Cruise Line, and MSC Cruises.
Cruise passengers should avoid walking alone in poorly lit areas, displaying valuables, or resisting robbery attempts to minimize risk.
